Katie Horner joined Waterkeeper Alliance as Legal Fellow in January 2024. She provides legal and strategic support to Waterkeeper Alliance and partner Waterkeeper groups in their legal actions and advocacy initiatives.
A native New Yorker, Katie’s connection to waterbodies stems from her childhood summers spent rowing on the Hudson River, bodysurfing off Long Island’s coasts, and island camping on Lake George.
Katie is driven by a commitment to advancing environmental protections and ensuring everyone’s right to a safe and sustainable environment. She is passionate about amplifying the voices of those affected by water pollution and climate change and supporting their struggle for justice. Recognizing that lasting change requires collective effort, she is excited to contribute to the cause through her work at Waterkeeper Alliance.
Katie earned her J.D. from Brooklyn Law School and then went on to serve as the Environmental Law LLM Graduate Fellow at the Elisabeth Haub School of Law at Pace University. After obtaining her LL.M. in Environmental Law, she clerked for the Honorable Gerald Lebovits in the New York State Supreme Court.
Katie currently lives in Brooklyn, New York, but was raised in the Capital Region and regularly enjoys the scenic train journey upstate along the Hudson River. She recently began learning to sail with the goal of one day navigating the length of Lake George.
