Anacostia RIVERKEEPER
Earth Conservation Corps is a nonprofit youth development, environmental education and service organization located on the heavily polluted Anacostia River and in our nation’s most disadvantaged communities, Southeast/Southwest Washington, DC. Since 1989, we have successfully transformed the lives of DC’s “hardest to reach” youth aged 17 through 25 by incorporating a model of progressive leadership, focused education and environmental training into our programs and efforts to restore the Anacostia River.
Earth Conservation Corps seeks a full time Anacostia RIVERKEEPER to lead advocacy and enforcement initiatives associated with the Anacostia RIVERKEEPER Program.
General Description:
The Anacostia RIVERKEEPER is responsible for the management and implementation of the Anacostia RIVERKEEPER program to prevent pollution and habitat degradation of the Anacostia River and its watershed. The full-time position reports directly to the President and Chief Executive Officer of the Earth Conservation Corps. Additionally, the Anacostia RIVERKEEPER is responsible for:
• Protecting the Anacostia River watershed from pollution and habitat degradation either by directly investigating, documenting, and reporting these activities and providing appropriate follow-up action or by managing other partner groups to do so;
• Improving the health of the Anacostia River by strengthening the role of Anacostia RIVERKEEPER volunteers and community residents in the implementation of effective water quality policy and initiatives in order to achieve effective management that is sustainable over the long term;
• Expanding and diversifying the constituency for a clean and healthy river by raising public awareness and articulating the threats facing the Anacostia River to citizens, legislators, policy makers, the media and funders;
• Providing technical support as needed for existing advocacy, monitoring, lands conservancy, and restoration efforts being implemented by other environmental organizations in the region;
• Prepare a strategy for continued funding of the program, including membership income and grant opportunities and appropriate promotional materials for the program;
• Conduct ongoing overviews and assessments of existing local, state and federal authorities and responsibilities for monitoring and protecting the Anacostia River and review of scientific research, monitoring reports and other documentation of water quality.
• Identify and collaborate with the many stakeholder groups within the Anacostia River watershed to build support for the RIVERKEEPER program and to increase public awareness of the key issues;
• Establish a working relationship with legal counsel Attorneys including, Hope Babcock of the Georgetown Institute for Public Policy;
Knowledge, Skills, Abilities:
The Anacostia RIVERKEEPER must possess the capacity to identify, implement and manage long and short-term winning environmental campaigns on multiple specific and targeted water quality initiatives that will protect the Anacostia River for future generations.
The RIVERKEEPER should have environmental campaign management experience, preferably with a non-profit environmental advocacy organization. Additionally, a general knowledge of water quality science, law and policy is preferable. An understanding of grassroots organizations and activities, volunteer management, knowledge of political and legislative processes and experience working with multiple stakeholders is preferred. An advanced degree or equivalent experience in biology, hydro-geology, environmental studies, environmental law or a related field is required.
The RIVERKEEPER position requires effective communication and public relations skills. This individual is expected to be a compelling and articulate spokesperson for the Anacostia River. Additionally, the RIVERKEEPER is expected to lead and/or work with community groups, foundations, governmental agencies, individual homeowners and businesses to promote the protection and conservation of the Anacostia River. A proven ability to work with multiple stakeholders, negotiate effective environmental agreements and to meet budget constraints is required.
Illustrative Examples of Work:
• Collaborate with the Board of Directors: Provide input to the board, the President/Chief Executive Officer and/or committees appointed by the board for development of long-range goals and annual objectives that ensure the Foundation remains focused primarily on the protection, preservation and restoration of the Anacostia River.
• Director of Advocacy: Serves as a full-time public advocate for the Anacostia River and all its tributaries, by observing, documenting and reporting environmentally-harmful activity and instituting enforcement action or litigation when appropriate.
• Community and Public Relations: Acts as the spokesperson for the Anacostia River at media events, public speaking engagements and Earth Conservation Corps fundraisers. Develop mutually beneficial networking relationships with environmental and community organizations throughout the basin.
• RIVERKEEPER Program Management: Establish, prioritize, manage and coordinate initiatives including, permit review and comment preparation, hearing testimony, and special projects. Maintain an on-the-river presence utilizing volunteers and/or staff to investigate pollution sources, support monitoring efforts, and provide a platform for education and for raising public awareness. Manage the training and performance of all volunteers with goal of insuring the viability of the Citizen Watch RIVERKEEPER Program.
• Human Resources Management: With guidance from the President or Chief Executive Office, effectively manage the human resources that report directly to the RIVERKEEPER as identified on the Earth Conservation Corps organizational chart, including hiring, training, supervising, motivating and disciplining staff according to authorized personnel policies and procedures that fully confirm to current laws and regulations.
• Assist Fundraising Efforts: Provide technical assistance and input as needed to assist the President or Chief Executive Office and/or Development Director and Development Officer with fundraising, including membership development, river event planning, as well as preparation of major grant proposals.
• Provide Motivation and Leadership: Empower the Anacostia Collaborative, board and staff by engaging and connecting them to the Anaocostia River.
Professional Qualifications:
• An experienced and effective advocate, preferably with experience developing and managing environmental campaigns.
• An understanding of grassroots organizing, volunteer management, political and legislative processes is preferred.
• Must have the ability to conduct rigorous investigations of pollution problems.
• Must have knowledge of and experience with Federal and State environmental laws and regulations.
• Strong skills in communicating difficult technical issues to lay audiences, including elected officials and the general public. Must be able to convincingly argue for often-controversial positions.
• Good judgement and the ability to manage multiple deadlines.
• Science background and field experience a plus.

Job Description:
The Executive Director/Baykeeper is chief executive, lead advocate, and public spokesperson of this leading regional environmental organization, providing the strategic vision and leadership essential for advancing Baykeeper’s mission. The Executive Director/Baykeeper works hands-on with program staff to formulate policy and craft program strategies. The Executive Director/Baykeeper represents Baykeeper at high-level meetings and on the water with policymakers, elected officials, businesses, and community groups. Ogeechee-Canoochee Riverkeeper Development Director
Position Description
Development Director/Events Coordinator
The Development Director reports directly to the Executive Director and is responsible for all aspects of fundraising, including developing and managing strategies for increasing and diversifying funding sources. Duties will be based on implementation of the Ogeechee-Canoochee Riverkeeper Fundraising Plan. The principal duties of the Development Director (DD) include:
• Major donors: Work with the Board of Directors and Executive Director to identify, develop and implement strategies for expanding the number of major donors and monthly donors. Work with Board of Directors and Executive Director to develop and implement cultivation plans for major donors.
• Membership: Develop and execute strategies to significantly build Riverkeeper’s membership base to meet projections of fundraising plan.
• Event planning: Manage and oversee all fundraising events. Work with Board of Directors and Executive Director to ensure success of OCRK events.
• Foundations: Maintain and enhance foundation grants program through researching foundations, formation of a grant writing calendar for the year, drafting of grants and relationship building with foundation staff.

• Planned Giving: Work to establish a Planned Giving Program for OCRK.

South RIVERKEEPER
Position Description:
The South River Federation seeks a full-time RIVERKEEPER® to serve as an energetic and dedicated advocate for the health of the South River and provide a constant presence on the river, throughout the watershed, and in surrounding communities. Primary responsibilities include being a public voice for the river, its problems and potential solutions; investigating threats to the river and actively seeking solutions; facilitating public education about river issues; planning and leading volunteer activities and events; and monitoring river conditions.
The ideal candidate will be a confident and motivated self-starter with a strong personal commitment to river conservation and enjoy working as part of a team in a fun and fast-paced environment. This position reports to the Executive Director.
RIVERKEEPER™ Responsibilities
Detailed responsibilities include, but are not limited to, the following:
1. Be a visible spokesperson about the river, its problems and potential solutions, and an effective communicator to a wide-range of constituents including: local residents, elected officials, the business community, researchers, educators and students, watermen, recreational boaters and other resource users, media, and other stakeholders in the region.
2. Follow up on potential threats to river health, including responding to citizen calls and complaints, and work with the Executive Director and Board of Directors to determine the appropriate actions, including, if necessary, litigation, to stop violations, enforce permit provisions, and otherwise protect the river.
3. Establish and maintain relationships with key partner organizations and individuals, and work to build consensus among groups on key South River protection issues and activities.
4. Establish and maintain relationships with local and state elected and appointed officials, especially local officials engaged in planning, zoning, enforcement, and other areas directly related to the health and well being of the river.
5. Conduct and oversee research on the river and its problems, including establishing both routine and emergency monitoring systems on the river for water quality, habitat protection, land use, and aquatic resources.
6. Review and provide comments on proposed legislation and regulations that affect the South River and its watershed, and work with local, state and Federal agencies and local and regional partner organizations to influence policies and regulations to the benefit of the river and its ecosystem.
7. Review and provide comment to influence existing permits and proposed permit applications where potential impacts of the project might adversely affect water quality or the river’s resources.
8. Review and provide comment on plans for new construction activity on or near the river that might affect water quality or the river’s resources, including storm water management plans and sediment and erosion control plans,
9. Monitor construction activity to ensure proper compliance with plans, report observed violations, and lead efforts to correct violations.
10. Develop monthly reports for the Executive Director’s report to the Board on the river and the RIVERKEEPER® activities to further the South River Federation’s goals.
11. Prepare written communication and public presentations for South River Federation volunteers, members and community stakeholders about river issues.
12. Participate in outreach to the community and local schools to expand public awareness about the role of the river and the importance of behavior that supports the health and vitality of the river.
13. Support the organization’s efforts to organize volunteers to support the citizen monitoring effort and involvement in ongoing river restoration activities.
14. Participate in and support the organization’s efforts to find new members and raise funds.
15. Provide data and information about the river as requested for public information materials, and grant development, tracking and reports.
16. Drive the RIVERKEEPER® boat and keep the boat and its equipment fully operational and well maintained.
17. Work with the Executive Director, Board of Directors, and Board committees to research and identify emerging issues, and to set priorities for South River Federation involvement.
18. Serve as liaison to the WATERKEEPER® Alliance.
19. Coordinate special initiatives and projects as requested.
Qualifications:
• Demonstrated experience in communicating with and building consensus among a wide-range of constituents and stakeholders, and motivating individuals and organizations to take action.
• Strong, persuasive, and direct written and verbal communication skills including an ability maintain composure in difficult circumstances;

Upper Chattachoochee Riverkeeper: General Counsel
Established in 1994, Upper Chattahoochee Riverkeeper (UCR) is a nonprofit membership organization whose mission is to protect and restore the Chattahoochee River, its tributaries and watershed for the people, fish and wildlife that depend on the river system. UCR seeks applicants for the position of general counsel to manage our legal program, working with UCR’s executive director, staff and board.
UCR’s general counsel is responsible for overseeing legal actions in federal, state and administrative courts, typically as co-counsel with outside counsel; preparing comments on proposed regulations and permits; representing the organization at public hearings; evaluating and commenting on draft legislation; developing relationships with federal, state and local environmental regulatory agencies, and supervising law students in a legal intern program. Other responsibilities include maintaining UCR’s tax exempt status; providing advice on draft employee and other internal policies; reviewing contracts and other documents prepared by the organization; and counseling the executive director and staff regarding their activities.
Qualifications: Candidates must have a J.D. degree, at least four years experience in environmental law, preferably the federal Clean Water Act, and should be admitted to the Georgia State Bar or waiting admission. Experience with nonprofit organizations is a plus. Upper Chattahoochee Riverkeeper: Water Policy Director
Description:
Upper Chattahoochee Riverkeeper seeks a self-motivated individual with a strong work ethic to develop and implement water policy programs that support the organization’s mission. At a minimum, these programs will include work on Georgia’s new state water plan, intrastate and interstate water allocation, regional water management, instream flow protection and water efficiency. Candidates should have a strong commitment to the environment, particularly river conservation, and have proven communications skills (writing and public speaking), the ability to thoroughly understand and communicate technical and scientific issues to the general public, and the ability to work well with minimal supervision.
UCR’s Policy Director must be able to think quickly, make decisions, and function independently when necessary, while working in close cooperation with the organization’s Executive Director, General Counsel and partner organizations at other times. The Policy Director must also be able to coordinate a variety of tasks simultaneously and follow through to achieve measurable results. Some travel may be required. A masters level degree and/or 4-5 years of experience in water policy work is required. Salary is commensurate with experience.
